Notification Permissions - Ignore

Hello, could not figure out what does "Ignore" means in Notification Permissions section. It is quite big % in most of all pages. Could anyone tell?

It means they didn't do anything with it. They didn't hit Accept, nor Deny. But they also didn't click the Close button to dismiss it without making a choice. They just ignored it.
