prompts should run at lower priority?

When running prompts, it lags the whole computer. This happens on my "Very Low" performance laptop, and even on my friend's RTX 5090 with 9950X3D. Even as a dev this can be annoying, I think for consumer use it's a bit too intrusive. Not sure if lower CPU priority is enough, if it also needs throttling on GPU usage then maybe just some sleeps would fix it without losing a noticeable amount of throughput.

On a "Very Low" performance laptop, this is somewhat expected, but if it feels completely excessive, please file a new bug and include a screencast taken with another device (so the screencasting doesn't cause load on the observed system) showing the reactiveness of the slow device before, during, and after a long prompt ("write me a long poem about love" or something), and ideally make sure the Windows Task Manager is visible, too. Thank you!
