I think this is working as intended, as on most platforms (like Windows or macOS) uninstalling an app leaves config and profile files intact, so you can come back and pick up where you left off when you reinstall the app. I reckon that given the file sizes we're talking about here this isn't optimal. This also means there's a market for Windows and macOS cleaner tools that promise to (at least more) completely delete an app and its data when you uninstall it. (If the objective is to test a fresh model download, start Chrome via the command line using a new temporary user data directory.
