Adding hyphenation library to setup

Hi,

We are planning to add the hyphenation library. See design doc. I was wondering how we can package the hyphenation dictionary in the setup executable and then have Chrome to use it once it fully installs. If the team can provide some instructions here, that would be great! Maybe +sebmarchand?

I think we use CIPD (or GCS) to distribute such kinds of blobs.

And you can reach out to g/luci-eng if you have questions around there.

I'm not an expert here but as suggested by some people in the document the component updater could be a good solution for this.
