WebMCP: add streamed imperative tool coverage

This CL adds focused same-world coverage for streamed imperative tool execution.

It adds ModelContextTest coverage for streamed success, malformed input, and abort behavior, and adds a Blink web test for the streamed testing overload. Cross-world coverage is added separately.
