Quick summary of recent changes to wpt sync:

Import:

• Now the importer uses is simplified so it fetches WPT the same way the exporter does (crrev.com/c/566060).
• The importer now stays in WIP mode until CQ passes to avoid spamming people.
• Some CLs weren't submitted automatically; now fixed (crbug.com/740986).

Export:

• Now export only starts if the CL is not in WIP mode (crrev.com/c/559836)
  
• Now the provisional label ("do not merge yet") is automatically removed when merging (crrev.com/c/559837).

Also: WPT Dashboard now supports directory filtering from URL path, e.g. http://wpt.fyi/cssom-view.
