Summary
Remove SVGCursorElement and the possibility to reference it from the 'cursor' property.
Motivation
This feature/element has never spread outside of WebKit [1] (and derivatives.) I.e it has never been implemented in IE/Edge or Gecko (or Presto.) As implemented it offers little (if any) in terms of advantages over a simple non-SVG reference in the 'cursor' property.
It's also mentioned in the "do not implement" list at https://html.spec.whatwg.org/multipage/infrastructure.html#dependencies (search for "cursor element".)
Compatibility Risk
Because of the limited number of implementations, the risk ought to low. See also use counter data.
