Specification
No information provided

Summary
Supports per-axis scroll snap area propagation and alignment for single-axis scroll containers (e.g., containers with overflow: auto clip;). When a snap area specifies snap alignments on both axes, a single-axis scroll container consumes only its scrollable axis and propagates the unconsumed axis up to find the nearest ancestor scroller capable of scrolling in that direction.

Blink component
Blink>Scroll

Motivation
This is part of the single-axis scroll container feature (https://github.com/explainers-by-googlers/single-axis-scroll-containers) to align the scroll snap behavior with the sticky header in a single-axis scroll container.
