Specification

Summary
Implement changes to WebSocket constructor to accept http(s) schemes, and by extension relative URLs as well. Unmerged change is here: https://crrev.com/c/5060558

This doesn't currently have any explainer/chromestatus/etc as it is pretty trivial and is not expected to cause any platform issues.

Without a chromestatus entry, API OWNERs can't approve this on chromestatus. Can you create one?
