Summary
This is an enhancement to the Local Network Access(LNA) restrictions, where we split the permission required from one Local Network Access permission, into 2 separate permissions. 

Old permission name: 
local-network-access 

New Permission names:
local-network (for LNA requests to IPs in the local address space) 
loopback-network (for LNA requests to IPs in the loopback address space)

The old permission names are kept as an alias and should continue to work for permissions.query and Permissions Policy for the foreseeable future.

I see the spec change has landed, and updated WPTs are set to land with the CL. Seems like a straightforward minor tweak to me (better to get done before branch on Monday than after given the newness of LNA), so LGTM1.

LGTM2 - I filed 3 smallish spec issues that would be nice to resolve (and I see that there's a pending PR to resolve issue 88) in the near future, but I don't think we need to block on them (as long as they get addressed in a timely fashion).
