PSA: Cross-Origin-Embedder-Policy (COEP) expanded to Android WebView on M88

Hi blink-dev,

Starting from chrome 88, COEP will also be enabled on Android WebView.

COEP initially shipped on Chrome M83, on every platform, except this one.

This means any cross-origin HTTP resources that hasn't opted-in being embedded cross-origin will be blocked on COEP documents, no matter the platform. Consistency of the web-facing behavior is valuable.
