Summary

Adds "translations" to the web app manifest which enables web apps to provide alternate values for manifest fields for different languages.

Currently the Web App Manifest has no direct support for localization so fields can only be provided in a single language. The current recommended ways to translate the manifest have several problems which can be fixed by adding translations into the manifest.
