Hi all,

Per this discussion, we're relaxing the user activation requirements for Writer, Rewriter, Summarizer, Proofreader, and Prompt APIs. Currently when a model is "downloadable", creating a session for these APIs consumes transient user activation. We're updating it so that when the model is "downloadable", it only requires sticky user activation. We are making no changes to when the model is "available" and will continue not to require user activation.
