"svn: E170001: Authorization failed" during Blink drover merge

I'm trying to merge a Blink change into a release branch using drover, but I'm getting an error.

The last step (the "gcl commit" invocation) is failing like this:

Loaded authentication cookies from /usr/local/google/home/jbroman/.codereview_upload_cookies

svn: E170001: Commit failed (details follow):

svn: E170001: Authorization failed

My SVN credentials seem to be fine ("svn ls --username jbr...@chromium.org svn://svn.chromium.org/blink" does what I expect), and I am a committer, so I'm not sure why this is broken.

Does anyone with more experience with drover know how to resolve this?

Resolution: my SVN account had been marked for read-only access. Admins have fixed it. :)
