Need API_OWNERs input on limited visibility bug

Hello! A fix of a bug likely requires modifying spec-outlined behavior, and I would love to consult with an API_OWNER about this. You can see the bug at b/347495359. Maybe can someone volunteer to take a look?

(It might be nice to document a way to, in the future, consult API owners for limited-visibility stuff)

In https://issues.chromium.org/issues/347495359#comment18 you said the candidate fix violates the spec. Can you explain how exactly it violates the spec?
