New Permissions Policy for Device Attributes API

Hi all,

The Device Attributes API (https://chromestatus.com/feature/5694001745231872) currently requires an admin policy. We want to introduce a new Permissions Policy and remove the admin policy requirement for IWAs. This will still be available only for affiliated users. We already checked with security and privacy, and they are ok with it. Does the feature require a new chromestatus entry, intent to ship etc.? What do you think?

Yes, please create a ChromeStatus entry and go through the Blink Intent process to ship this API change.
