Deprecation trial guidelines

Hey,

On an internal thread we were discussing renewal of a deprecation trial. Previously I'm sure we've discussed that deprecation trials rules (rg. for usage limits and extensions) aren't the same as for regular OTs because there isn't the same concern about mitigating "burn-in risk". But I don't think we've formalized guidance for them. @Philip Jägenstedt argued that there's a similar concern of long-lasting "hopeful" deprecations and so we should have some pressure against that. 

Here's a concrete proposal:

• Deprecation trials can be extended for 6 milestones at a time (regular OT is 3)
• Deprecation trial extensions should include evidence of substantial progress towards migrating usage - eg. understanding developer needs and designing mitigations/replacements, or successfully doing outreach to get replacements adopted in a way that manifests in lower usage of the OT.

LGTM, would be nice to define "substantial progress towards migrating usage" a bit more - we could probably iterate in a PR? Ideally we'd discourage DT owners from waiting until the very last minute to start designing alternative APIs to buy some more time (not that anybody would do that ^__^).
