PSA: deprecate src/third_party/WebKit/Tools/Scripts/run-perf-tests script

to blink-dev, Dirk Pranke, Kentaro Hara, Ben Hayden, Chrome benchmarking

tldr: src/third_party/WebKit/Tools/Scripts/run-perf-tests script is going to be replaced by src/tools/perf/run_benchmark script.

The run-perf-tests is not actively maintained, whereas run_benchmark script (Telemetry based) is owned by chrome-speed-ops@ team. As the two scripts offer similar functionalities, we decide to turn down run-perf-tests script in 2 weeks from now (6/20/2017)

If you have any features you want to add to run_benchmark script, feel free to file a crbug with "Speed > Benchmark" component.
