pageload breakdown - "idle" time is calculated wrongly.

When using chromium telemetry pagecycler / loading.mobile benchmarks, time spent on categories which are not enabled in loading_metrics_category.py, going to "Idle" category, instead of "Other" category.
"Idle" indicates the CPU idle time.
