Standalone testing for Aggregation Service

Hi,

As a adtech we are looking to integrate with the Attribution Reporting API and use Aggregation Service for aggregating reports based on a set of keys. As part of the integration, we need to deploy some pipelines to pass data back and forth between Aggregation Service. We would like to set up a testing environment for this pipeline. To that end, we are considering the following option:
  1. Have a freestanding deployment of Aggregation Service that would not be tied to any onboarding mechanism.
  2. Curate our own set of aggregateable reports and output domain keys.
  3. Create debug jobs in this Aggregation Service instance, so that there is no privacy budget enforcement. 
Can someone confirm if this mode of deployment is actually feasible? If not, is there any plan on the horizon to facilitate developer testing of systems that would integrate with the Aggregation Service? 

I know there is a local testing tool, but we are looking at e2e testing in a nonprod environment.

Also, if such a test deployment is possible, would it work with unencrypted payload in aggregate reports?

If not, is there a way to generate synthetic encrypted payloads that Aggregation Service can decrypt during processing?
