Attribution report delivery issue

Hi all,

We've identified an issue where the browser fails to deliver 10% of attribution reports due to internal network errors in Chrome. 

An internal network error is a non-HTTP related error, such as the network being unavailable when Chrome attempted to send the report.

This issue and associated work is being tracked on https://bugs.chromium.org/p/chromium/issues/detail?id=1054127

We are currently adding more instrumentation and additional retry logic to help pinpoint and address the cause.

Thanks for the notification about the report delivery issue, and I checked a star to keep watching the crbug.
We have more than 10% of undelivered reports and continue to investigate others that seem not to be caused by the network error.
