Data not migrated for database changes in M114/M115

Hi everyone,

We're planning database changes for Attribution Reporting API in M114 (and likely M115 as well). The data registered from older versions (M113 and earlier) will not be migrated after the update, therefore there may be a data loss. Please let us know if there's any concern.
