issue with WebView installation

Hello,

I would appreciate your support with installation of Android System Webview Dev as I'm not able to open Gmail/gpoggle on my Samsung.

I deleted this by accident.

Sorry to hear that happened for you. Android WebView should already be installed, you probably just want to re-enable the package. You should be able to do so by going into Android Settings > Apps > and scroll down to find "Android System WebView". Let me know if that works for you.
