Permissions issues of video track zoom on Android webview

Dear android-webview-dev,

Recently, I encountered a problem during development. When granting camera permissions, the zoom permissions cannot be granted. The specific discussion is in the following issue. For this problem, I proposed a CL. Peter and  Nate give me some suggestions. I want to submit the code in this way to grant zoom permissions. Please help check it out, thank you.

Apologies for the very slow response here, but I have now replied to the CL and the bug with a reference to the last time this was discussed, which mentions what would be needed to implement this in WebView - somewhat more complex than what you implemented in this CL, but should still be possible.
