GRD expert needed to unbreak upload_screenshots.py

upload_screenshots.py broke with https://crrev.com/c/7917193.

Is there a GRD expert who is able to unbreak it?

I filed https://crbug.com/525336611. This prevents the addition of any UI strings across all of Chromium, so it's a P0.

The immediate breakage should now be resolved with crrev.com/c/7962185. If you're running into issues with upload_screenshots.py, sync your checkout past that commit.
