PSA: Significant SQLite / WebSQL infrastructure changes

Dear developers,

Over the past few weeks, I've landed significant changes in our integration with SQLite, which is the foundation for our WebSQL implementation. While the changes should not have any visible impact, Chrome is a complex piece of software, so it's (too) easy to miss problems and make mistakes.

To this end, if your application uses WebSQL, please make sure to test it against Canary and file bugs if necessary.
