Running modular build --target=android gets me this:

I'm on a new workstation and doing a fresh run through HACKING (this is after gclient sync and running the install scripts). In third_party/android_tools/sdk/extras/google/google_play_services, the entire libproject directory is missing.
Has anyone seen this before or have any pointers to get me going in the right direction?
Thanks!
