Are the "pointer" and "hover" media queries supposed to change when I turn on Touch Emulation in Chrome Dev Tools? For me (Ubuntu 14.04 & Chrome 44) they seem so always report a mouse (pointer: fine and hover).

Good catch, I think we forgot to wire this up to touch emulation. Definitely file a bug and we'll get someone on it.
