Hi All,

I've created a high-level proposal for how to unify impl and main thread scrolling. The basic idea is to just get rid of main thread gesture handling and ensure we can always handle gestures from CC. Please let me know your thoughts and concerns and especially if there are any potential road-blocks I haven't considered.
