The latest Chrome Dev version on Android should have the OSK overscroll flag (enable-osk-overscroll) that only re-sizes the visual viewport when the OSK shows up. This prevents expensive layouts and should result in a better user experience (see
crbug.com/404315 for more details)
With this flag on, you will notice things like the bottom fixed elements will no longer be fixed to the viewport when the OSK shows up. This is expected because the layout viewport is unchanged and there is currently no way to stick things to the visual viewport (position:device-fixed/visual viewport API will solve this).
I'd encourage you guys to try it and report any bugs that seem related. This could be things like layout issues on OSK resizes and full screen video.
