Migrating off libstdc++4.6?

libstdc++4.6 seems to be missing quite a few things. Among others:

- Many things in <type_traits>, such as is_copy_constructible and is_move_constructible
- std::map::emplace
- ???

Is this something we'll get for free once we drop support for Debian 7/Ubuntu 12.04/etc [1]?

I think so, but it'll take a while.

We could also consider statically linking chrome to libc++ like we do on OS X -- I don't think we depend on any C++ system libraries (?)
