Who owns the chromeos-test-public folder?

Per the Chromium OS Autotest FAQ, large files needed for autotests should be put into gs://chromeos-test-public (https://www.chromium.org/chromium-os/testing/autotest-developer-faq#TOC-Where-do-I-store-large-files-that-need-to-be-publicly-accessible-for-tests-).

Unfortunately, I do not have access to upload my files to that folder, and it seems to be unknown who controls the ACLs on it.
