PSA: ImageTestStage is going to block failed builds

Hello,
ImageTestStage has been in yellow since its inception. Now that the
test results seem to be stable, I am going to flip it to green and
block a failed build. ImageTestStage is only applicable to the base
image and hence will be executed in at least full, and release groups.
This will happen when
https://chromium-review.googlesource.com/#/c/272270/ lands.
