PSA: debug symbols no longer installed by default

If you don't use debug symbols, you can stop reading now.

Hi all,

I am pushing a change in the CQ (https://chromium-review.googlesource.com/#/c/248110/) that will no longer installed the debug symbols for prebuilt binary package.
On a link, this reduces the run time of build_packages by 2m40s and reduces the size of the binary packages by 2.2G :)

The debug symbols will still be present for locally built packages (cros_worked on packages for example).

This should not impact anyone's workflow, gdb_remote was updated to detect missing debug symbols and will warn you when you need to manually install them. If a tool using debug symbols is missing, please file a bug with me as an owner.
