Adding a Windows/UI on Chromium OS Startup

Hello,

How can I add a Window/UI stating a welcome message on Chromium OS startup (after the boot splash screen and before the login screen)?

I have checked out both Chromium OS and Chromium source code.

Can someone point me in the right direction?
