Error on launch of Google chrome browser application on a
system(Windows Vista and Windows 7 ) where Visual studio not
installed.
Even DLLMain() is not getting called.
How to solve this error?

This isn't really the appropriate list for questions like this, but at a glance I'm guessing (from your information) that you have some DLL called MYNPAPI.dll loaded that is crashing at startup.

You could try running chrome with the parameter:

  chrome --diagnostics

And see if it gives you any more info.

Or track down the DLL on disk and look at the properties of it and to try to figure out what program installed it (where it resides sometimes gives you a clue)...
