Suggestion: when opening links like <a href="javascript:openWin(...);">bla</a> in new tab, instead of opening "about:blank" Chrome would run the js in the same page (ignore the new tab).

Chromium is an open source project. If you know the code and know how to change the code, you can commit a change implementing your suggestion. See http://www.chromium.org/developers/contributing-code. Thanks!

However, you should make sure the feature will get accepted before you spend a considerable amount of time working on it (unless it is for a private project, in which case, do whatever you want ;)).
