Some high profile H.264 videos do not work in chromium but always work in chrome?

I've been playing with ffmpeg and transcode HEVC to H.264 like so:

ffmpeg -i test.mkv -c:v libx264 -c:a aac -movflags +faststart test.mp4 -hide_banner
It's strange because I am moving the moov atom to the front, I am using the right codecs, but chromium does not like the resultant high profile 264.
Can someone knowledgable expound on why this is so? Is it the B-frames? What limits does chromium have with 264 that Chrome does not?

Have you compiled your own Chromium with proprietary codecs enabled (or are you using such a modified edition of Chromium)?
If not, Chromium does not support H.264 at all.
