According to one of the posters (https://www.sencha.com/forum/showthread.php?301116-Submenus-disappear-in-Chrome-43-beta&p=1101371&viewfull=1#post1101371) it seems to be an ordering issue with mouseout vs mousenter.

Is this a bug in Chrome, or is it normal behavior?

I believe that this is a bug in Chrome 43.  The same issue was just reported to me today for a site that I help manage.  After some searching I've found that there are open issues with Chrome about this.  For example:  https://code.google.com/p/chromium/issues/detail?id=492415 & https://code.google.com/p/chromium/issues/detail?id=475193

The most recently deployed build of Chrome has yet to resolve this issue (at least for me).  So, it's a waiting game until they deploy a build that does resolve it.

"The issue will be resolved in our next stable refresh [of Chrome 43].  We unfortunately can't offer any specifics about the timing of that release."

This is also verified to be fixed in latest Beta 44.
