Some improved solution to Sync Chrome data between various devices

When I login to Google account in some other device, then I am receiving a notification in my mail as follows 

Do you recognise this device? If you don't, someone else has your password.
YES, THAT WAS ME NO, SECURE ACCOUNT

When I click on YES, it says 'You indicated that this device is yours'. I dont have any option to say that it is my friends/relatives machine or a public machine.

But, I am expecting 2 more options saying
  -  'Is this a public system?' and 
  -  Is this your friends machine?'

The reasons are as follows :
- In a country like India where most people can afford only an Android phone worth around $100 and cant afford a computer, will normally visit either their friends/relatives homes or visit Browing centers to check their mails or have Hangout calls.
- In case of a Browing center, then data privacy is of utmost importance and extra steps can be taken care to protect the users data. Some of the safety measures may be 
* Systems should be classified into Private and Public at the first place while setting up Chrome
* In case of a public system, it is most likely that everyone will access Chrome and other related Google stuffs from a single Windows user. So, an Incognito window should always be opened when Google Chrome icon is clicked to safeguard user data.
* Also, an user's Chrome data such as Bookmarks and Recent URL History should not be available in an Incognito window whenever nobody is logged into Google accounts. Whenever an user logs into Google account, his corresponding Chrome related data should also be populated in the window(as if he/she is logging into his own machine ) and their account should be considered as logged out when they close the browser window.
- In case of a Friends/relatives system, there exists a lot of learning in terms of relationship
* Based on the number of times the user logs into his Friends/relatives system, we can identify how close the relationship is. In such a case, we can automatically add the Friends/relatives userid to the account recovery list.
I am not sure whether these are already in place. If not and if this ideas are worth noticing, please incorporate them in the upcoming releases!! Let us work towards data privacy and a better Chrome !!
