why is third_party/ots in two different git repositories?

When I was checking out Chromium 43, I found third_party/ots in both src.git and external/ots.git
Both of them are introduced into chromium, and will be checked out in the same folder by gclient. Is this by design for separating ots of chromium version and original ots ?

when running "gclient sync", A will be overlapped with B, is there any by design reason?
