Sending an input IPC message at the earliest possible time

I would like to send a custom crafted IPC message (of type InputMsg) from the browser to the renderer. I would like to do this as soon as the setup for IPC is done. For this, I tried to send the IPC message at the end of the constructor for InputRouter , but, I wasn't able to receive it on the renderer's side.  

Can someone tell me at what point the setup for sending and receiving IPC messages between browser and renderer is complete.
