Make audio output configurable at runtime

I think you should be allowed to configure chrome's audio sink at runtime, somewhere in chrome://settings.

Like being able to pick from pulseaudio, alsa, sdl, or whatever is available, rather than have chrome forcibly autodetect it.

I would rather not have chrome auto-select pulseaudio, as it's a bit of a pain to configure.

Autodetect would still be an option presumably.
