how to fit the content size to viewport size

I meet an issue about the webview content size 980*551 same than viewport 1280*720, there have a scale 1.3.

Using android 4.4.

when loading the normal website the scale is 1.

but when loading our website the scale is 1.3, and the meta tag not set the scale.

Do you have any ideas about what kind of situation will cause it.
