Make sure Chrome is set as default browser. If it is not the default browser, you cannot start in metro mode.

Other than that, there is nothing special about Debug vs. Release for Metro mode. Everything should work exactly as a release build.

IIUC you have to install your build of Chromium on Windows.

Build 'mini_installer' (as ninja -C out\Debug mini_installer) and run setup.exe.
