PSA content_browsertests with PlzNavigate on CQ

Hi Chromites,

As PlzNavigate (aka browser-side navigation) is coming closer to launching, we have added content_browsertests with PlzNavigate enabled to the linux_rel_ng bot.

If you see failures related to navigation that you have trouble understanding, please email me or plzna...@chromium.org. If your patch absolutely needs to land quickly and is failing the tests, you can add an entry to the filter file browser-side-navigation-linux.content_browsertests.
