How can I generate the translated string in my local machine?

For example, if I change some string in android_chrome_strings.grd and would like to see the French translation of the changed string: translations/android_chrome_strings_fr.xtb:

Is there a way to generate it in my local machine?

Chrome UI strings don't go through machine translation - they're all translated by hand.
