macOS minimum version for developers

In mac_build_instructions.md we can find following requirements:

A 64-bit Mac running 10.9+.
Xcode 7.3+.

But it seems that there is no way to install Xcode 7.3 on maxOS older than 10.11. Proofs:

Or maybe there is some way to do it?
Which version of OS X is used on build bots?
Should the instruction be updated?

I think we should probably update the docs to indicate that 10.11 or newer is required.

I think we technically can still build with XCode 7 but we're encouraging XCode 8 these days.
