cq issues?

Hi,

on https://codereview.chromium.org/2290713002/ I checked "commit" 10 minutes ago. The CQ hasn't picked it up yet. rch says he had a patch "ready to be commited" in the CQ for an hour without it landing (while the tree was open). cbiesinger also reported something similar on IRC.

Is the CQ having troubles? If so, is there a tracking bug somewhere?

Yeah, I have a couple of CLs in weird states.

https://codereview.chromium.org/2288843002/ - all the bots show green but the CQ status is basically empty.
https://codereview.chromium.org/2287073002/ - all bots were green at 11:00PT and the CQ status said "patch ready to commit":

Mon Aug 29 2016 11:02:02 GMT-0700 (PDT)(1 hour 36 minutes)
Patch is ready to be committed

It'd love an update...

Possibly related: https://codereview.chromium.org/2286423002/ passed CQ per the main code review page, but according to its CQ status it still has jobs waiting to run https://chromium-cq-status.appspot.com/v2/patch-status/codereview.chromium.org/2286423002/1

The individual jobs are all finished, however.

I see a lot of slowless. I did "git cl try" for

have not started. https://codereview.chromium.org/2289543004/ from 23
minutes ago just got picked up.
