This screen is reached when you run an App where the website is down. It
is displayed in place of the normal error page. The Web Store is
considered an App, so there you go.

It looks like the icon is broken, but unless you were able to access the
Web Store fine in another browser, this is intended behavior when Chrome
cannot connect to the Web Store.

Thanks a lot, Bruno. The website works when I uncheck "Check for server
certificate revocation" of Chrome browser option, but I wonder what the
problem that my computer or browser has regarding the certificate to make
this problem to occur. I also have to uncheck this same option for Google
Sync,. There is also a related problem with Gmail "https" mode when using
the gmail attachment advanced upload; I had to uncheck always using "https"
when accessing Gmail in order for advanced upload to work. From what I
heard, "https" also checks certificate revocation.

Thanks very much,
Hao Guo

Try unchecking

"Use TLS 1.0"
from chrome://settings/advanced > Security.

it worked for me.
btw I am behind a squid proxy server!

Same too on Win XP, from the version 11.0.696.65 stable to 12.0.742.30 Dev,
but 10.0.648.205 works fine.

At work i'm behind a SQUID proxy (with any of direct connections to the net
being cut off) and this issue had been troubling me for a couple of day,
until I unchecked "Check for server certificate revocation". Now the
webstore seems to work fine.

At home (still behind a SQUID; however, direct outbound connections are
possible) the issue didn't show up.

I noticed that my trusted root certificates on windows were missing...

Installing the latest root certificates solved the issue

We receive many user reports with errors messages that "Chrome webstore
application is unreachable" when they try to install extensions.
